This mod makes it so that leviathans *should* always spawn assuming perfect conditions, empires not spawning over them, etc.

Increases the base odds from 100 to 999999
Also includes apocalypse leviathans

100% compatable with all other mods
Also allows for more than 1 leviathan of a type to spawn in theory, but have no idea how likely.
