Simple mod adding planetary edicts to increase border growth.

What this mod exactly does:
Adds 5 planetary edicts that increase range extrusion from that planet for 1000 years.
Costs: 100, 200, 300, 400, 500 influence
Bonus: 20, 30, 40, 50, 60 % border extrusion.
