What does this mod do?

– Leader Overhaul – Levels [LOL] increases the base level cap to 15 and the max level cap to 20. It also starts your leaders off at level 0. It changes anomaly difficulty scaling slightly to account for starting at level 0.
– LOL also changes how often the leader pool changes from every 10 years, to every 5 years.
