No but like seriously what were they thinking. Yeah sure you can stuff industrial zones into the city district but you lose a lot of control when it comes to worlds with mixed industries. Like your own capital or something. Yes there are problems with having a merged foundry/factory district with regards to the AI but shoving literally everything into one district doesn’t help either.

Paragraph out of the way, this mod re-adds the Industrial District. It provides a mix of Consumer Goods jobs and Alloy jobs, and is available to build on every world.

The jobs provided change based on the planet designation, like they did prior to 4.0, and the district also has its own zones for extra jobs (which dont change based on designation.)

Requires a mod that expands the Planet View ui to show another district slot.
This is my one; 4.0 Planet View UI Edit, but other mods will work just fine too.
