Forces every random, unary, binary & trinary starting system to generate with a size 21 homeworld, eliminating the need to reset for a maximum sized planet.

!!! Also affects AI Empires !!!

Should be compatible with most mods, only modifies custom_starting_initializers.txt & empire_initializers.txt.
