Base -10% Energy and -0.5 Influence
Raised -15% Energy and -1 Influence but +10% Diplo Weight
High -25% Energy, -1.5 Influence but +15% Diplo Weight.

Truce Years reduced to 5 from 10.
Capital Move Cooldown reduced to 0.
Capital Move Influence cost reduced to 100.

Leader pool size increased to 5.
External Leader pool size increased to 3.

Species and Policy change cooldown reduced to 5.
Rival change cooldown reduced to 5.

Max Naval Capacity set to 1000.

Leader XP requirements mildly reduced.
