Fixed Crisis Spawn Conditions
Looking through the crisis triggering file I came to believe there were several bugs in how it determined when to spawn a crisis. Treating the Wiki as the source of true design intent I’ve rewritten the conditions for a crisis to spawn from the ground up. This should make things like dangerous resolutions or technology actually pull the crisis forward, and you should see the unbidden the correct amount now.

Fine to enable or disable mid-run.
Any mod that modifies the spawn rate or conditions of the crises will conflict
Files overwritten:
eventscrisis_trigger_events.txt
This mod will be incompatible with mods that overwrite the same files. It should be compatible with almost everything else.
