Oppressive Autocracy Buff
Simple mod which gives Oppressive Autocracy a small buff:
Every commander gets a Martinet trait (just like other civics that do the same) AND Martinet itself will offset the penalty of having a commander on worlds, as rulers are actually very happy to have someone helping them keep populace in line
Commisioner for Oppressive Autocracy empires will also provide Enforcers, instead of Soldiers. They retain their stability buff to soldiers
