In long: Decisions are checked daily, and having complex triggers for when they should show up and when not, can cost quite a lot of performance. Which in my opinion is not worth the small inconvenience
Because it does not count stars as a possible option, even though you can manually place Orbitals there. This mod uses the same placement rules as the vanilla major Orbitals.
If X does not change Orbital placement rules, cost or the habitat’s planetary feature, yes
Otherwise, this mod takes vanilla cost and placement rules
