    Adapt to version 3.9
    The addition of technology can reduce the upkeep costs of leaders and avoid the explosion of upkeep costs in the early and middle stages.
    Adjusted the leader experience value, the current upgrade speed should be slower.
    The skill level icon has been remade with a style that is closer to the stellaris version. If you want to use the old one, you can find it in the gfx file.

Feature:
    this mod has raised the maximum level of the leader to level 100.
    It also elevated all scalable traits to level 10.
    The new policy allows you to choose how many reserve leaders you need in the leader pool.

Game modifier:
    Your leader will improve their existing traits over time without requiring any trait points, but the speed of improvement is far slower than the speed of the leader’s upgrade.
    Some low-level traits that have not been improved in time may be gradually forgotten by leaders as other traits improve.
    In non extreme situations, in the current experience value changes, your leader may need at least 100 years to reach full level, provided there is no interference from other mods.
    You will receive an additional leader limit based on your empire’s population.
    The effect of agenda leader accommodate has been changed, and the current effect is: leaders at levels 1-16 increase their skill level by one level, higher level leaders gain 500 experience points and increase the level of random traits by one level.
    The AI has been greatly enhanced, and the speed at which AI leaders gain experience points has significantly increased. The later the game time, the faster AI leaders upgrade, and the longer their lifespan, making hostile AI leaders more threatening.
Note:
    Please do not load this mod after the game starts, as this may invalidate some modifications
    Your leader may not be able to choose traits when they are about to reach their full level, as the number of traits in your leader has already reached the maximum limit
    It is best not to increase the maximum number of traits for a leader, as excessive traits can cause the leader interface to become sluggish
