Simply want more council positions to choose from?
This mod is what you need.
Council Positions Plus adds a council position to every ethic so that you will never have empty slots.
It has built in compatibility for ethics from Stellaris Evolved and Bug Branch (although you might need an UI mod like UI Overhaul to see all of them in the list).
This mod should be compatible with any other mod.
Feel free to make suggestions about balancing in the comments.
