New megastructure: Instantly build gateway

this is a very simple addition meant to give quickly build gateways at an opportunity cost alongside gigastructures

+100% Chance to automatic resettle unemployed
+50% Immigration growth
+10% Admin Cap

Requires gateway construction

"Gateway Complete" Megastructure
In essence the same as any other gateway, but its build slightly faster and cheaper

energy = 5000 instead of 6000
alloys = 4000 instead of 5000
influence = 80 instead of 1000

Buildtime = 2000 instead of 2880 for both
