This adds a new war goal and casus belli. Non-gestalt empires can declare war for the return of their primary species pops that may be living in the target’s empire. This allows you to "free" those pops so that you can pursue the stars together, whether they want to or not.
A valid target must be of a different primary species (for example, a ‘lost colony’ origin like Commonwealth of Man cannot use this war goal on their ancestral country). After setting the war goal, you will get a free claim (for the duration of the war) on every enemy system in which your primary species is the majority.
In case of victory, any enemy pops of your primary species will be resettled as refugees into your empire. If eligible, the target empire will be forced to set your primary species to displacement purge so that your species will not be subjected to their rule (for the near future).
In case of status quo, only such pops that are on occupied planets will be resettled.
In either case, claims are enforced as usual and no pops will be moved on newly conquered planets at the end of the war.
