You have to choose between BDOE and DO3+Interplanetary Agriculture
• Buildings and District Overhaul and Expansion
• District Overhaul 3 ver 3.7
• Interplanetary Agriculture ver 3.7
• The Belt ver 3.7
• Exotic Deposits and Resources

This is also the correct load order
