Limited subspecies (cheat)

Made cause of a request for it. This a modified version of my mod: Limited subspecies.
How it works ?
Any time the AI modifies a species, it will impact all the pops. Like that it will reduce the number of species.
Also, self modifications cannot occur for AI.
The scripts only apply to the AI countries (at contrary of the non cheat version).
Let precise it. It was made cause of a request. I don’t really like the idea to only impact AI countries but… Everybody has the right to choose how they want to play the game.
