To build it, you need to have titan tech researched, then unlock Executor Ship Design tech. This takes a long time to complete.
Not only that, by default it cost around 2500 alloys (food for biological shipsets), by the time equipped with weapons, the cost goes up to 13500+ alloys (food), depends on the weapon you use. Build time of 3600 days, fleet size of 50. This is essentially 2-3 megastructure-weapons on your hand. However you need citadel + titan assembly yard or mega shipyard to construct. If you have NSC, it can also be built from Grand Shipyard. You can only have a limit of 5 – 7 Executors.
