!!sleeper gamerules patch

A patch for the sleeper and other mods that edit the "can_bombard" gamerule. Without this the sleeper will not be able to be bombareded/ bombard others

also edit the "can_add_claim" gamerule. without this you will not be able to claim the awwkened sleepers systems. If this creates uncomptability, just put whatever other mod edits this gamerule above this one in the list (so its loaded after this patch). Being able to claim an awakened empires systems is not that important anyway, since total war is most likely what you will be fighting against it.
