Description:

Ensures that the L-Cluster does not spawn with nothing in it.

90% Chance of the Grey Tempest
10% Chance of Dragons

Updated to include fourth option.
Distribution is now:
80: Grey Tempest
30: Dragons
30: Empire

I am aware that this adds up to more than 100 percent, that is just how it is listed in the game files. Chance of it being empty was added to grey tempest.
