Tired of the late-game slog involved with moving pops around every month?

This is a super-simple mod. Literally changed three lines. Now, the population controls decision shifts population growth to your other planets instead of shutting it off completely. You still get the stability debuff, so you are still paying a small price for the decision, but at least you’ll stay sane!
