Description:

This is Stand Alone for War Economy feature in "Empowered Regular Empires" Mod.

Expanded Economic Policy

War Economy
All regular empire is forced to use War Economy Policy during war time. Normal Economic Policy will get removed as soon as the empire goes to war.

Having War Economy wages Pop Growth, Happiness, Consumer Goods Production Penalty, but will grant dramatic boost on Alloys Production, dramatic reduction on Pop Upkeep, and slight Minerals/Energy production buff.

War Economy Policy have 3 stages, Standard, Intensive, Desperate Measures. Standard War Economy wages relatively very light penalty, but Intensive wages notably hefty penalty, and Desperate Measures should be used in extreme cases only. AI will always prefer using Standard one, but they also can use Intensive one. (However non-Militarist Empires are very unlikely to use this option.) AI will almost never use Desperate Measures, as this is not even recommended for Player use.

War Economy option is unlocked during WAR only. If Empire goes to Complete peace, Policy will revert back to previous one.

Demilitarized Economy
If the Empire is is in notably safe condition, one can decide to demilitarize economy. This will cause Alloys production Penalty and ship build speed penalty, but will grant various buffs as return, especially, Pop Growth Speed. Most of AI Empires will almost never use this option, but Pacifist will use it fairly often. Ofc, in war time this option gets disabled and War Economy will become active.

Normal&Militarized Economy
Normal Economy Grants 5% buff on both Alloys and Consumer Goods. It is a buff for Regular Empires. Militarized Economy wages less Consumer Goods penalty, but will also wage 5% pop growth speed reduction penalty.

For Gestalts….
Gestalts cannot use regular Economic Policy. Instead they have Production Policy.
Unlike Regular Empires, Gestalts suffer Amenities Usage Penalty during War. They gets Alloys production and pop upkeep reduction though. (However bonus is relatively small when compared to Regulars.) Ofc they suffer growth/assembly speed penalty, just like Regular Empire.

Gestalt have 3 Production Policies, Normal (nothing happens), Standard War, Intensive War.
Hive gets additional Policy: Demilitarized.
Servitor also gets addtional policy: Pampering Focus.

Hive Mind gets relatively smaller penalty when compared to Machine Intelligence. (Seriously Tin-Cans need some issues addressed, while Hive need some care.)

note :Servitors are exempted from Amenities Usage Penalty for Standard War Policy! (Yay~)

Military Maintenance

NOTICE : Thanks to Pdx screwing up ships_upkeep_mult modifier, currently this feature is not functional. In fact, entire ship upkeep modifier is not working since 2.3 (yup whether using mod or not, ship upkeep modifier just does not work. except for docked fleet upkeep one. which is different modifier.)

Regular Empire has access to policy that decides how well Empire’s Military is maintained.
Low Maintenance = Lower Fleet Upkeep, but Various Military Penalty.
High Maintenance = Higher Fleet Upkeep, but Various Military Bonus (but not big.)

Militarists favors slightly Raised Maintenance, and they have access to fully raised maintenance.
(Military that owns the state! but not quite useful option. AI wont do this at most.)

Pacifist favors slightly Lowered Maintenance.

In case of War, all lowered maintenance gets disabled and policy will revert back to Standard Maintenance.
(For militarists, slightly raised one.)

Compatibility

This mod overrides economic policy only. However, it do not directly override vanilla file.
Unless you are using mod that also alters economic policy, this mod will work absolutely fine.
If you are using any mod that also alters economic policy, due to intended "!" in mod name, other mod that also alters economic policy, will get partially effected: this mod’s economic policy will override it.
