Ethics-Civics Alt and Guilli’s Planet Modifiers Patch
* Adds new civic/ethic bonuses from ECA to GPM buildings and jobs
* Removes some of GPM’s negative modifiers when ECA’s "Keepers of Harmony" civic’s decision "Voice of the Planet" is used. The decision now only shows up on planets with a modifier that can be removed.
* Removes some of GPM’s negative modifiers when ECA’s "Environmental Architects" civic’s decision "Environmental Restoration" is used. The decision now only shows up on planets with a modifier that can be removed.
