* Removes negative jump drive cooldown effects.
* Changes cooldown time from 200 to 14 days.
* Increases jump drive range from 100 to 150.
* Increased jump drive bravery for AI given removal of negative effects.
* Lowered priority for AI to attack jump-drive fleets in cooldown.
