Have you ever noticed that Terraforming Candidates are extremely rare in the early game, and extremely common in the mid and late game? That’s because of the way anomalies currently work: in the early game there are a lot of anomalies waiting to be discovered, and the TCs get crowded out. By the mid-game, however, most of the one-shot anomalies have been used up, leaving just the repeatable ones which include TCs. The 2.8 update improved this somewhat, but it’s still a problem.

This mod aims to fix this imbalance by making TCs a planet modifier like any other — they’re randomly-generated at the beginning of the game on planets that meet the criteria, and are no longer tied to anomalies in any way. I also added Toxic Worlds as potential TCs, so if you’re bothered by the fact that Venus is arguably a candidate in real life, you can rest assured that such a thing is possible in Stellaris. (No, Venus won’t always be a candidate, but it’s a possibility.)

There is also a new tech, Artificial Panspermia, which unlocks a new Decision for certain Barren and Toxic Worlds: you can reassess their habitability, with a small-to-moderate chance of revealing them as Terraforming Candidates. I’m still working on balancing this; please leave feedback!

Should be compatible with virtually everything; the only overwritten vanilla item is the "Ancient Signs of Life" anomaly.

If you enjoy this mod, consider pairing it with Settled Solar Systems, which will allow you to make use of TCs in the early- and mid-game without having to wait for Climate Restoration.
