Logical Administration Cap Bonus – Patch For Cultural Overhaul

This is a patch for Logical Administration Cap Bonus and will not work without it.
I like this new mechanic and just want to modify it. My goal isn’t to bypass the admin cap, it should be more dynamic through my changes.
This mod increases the administrative cap by 1 with each admistrative job, like Administrator, High Priest or Synapse Drone. In my opinion, a colony is defined in the system, by the districts and population. I’ve removed the Empire Size from colonies and raised them for every pop.
