Reduces the penalties from creating a large empire, I’m British! I want to conquer the universe and so should you!
God save the (insert relevant ruler here)!

Base Admin Before Penalties up from 30 to 100
Sprawl per colony reduced by 50%
Sprawl per claimed system (starbase) reduced 50%
Imperial Prerogative perk bonus increased from 20 to 75
