It makes ships go

Base naval cap is now 100
Pop multiplier of cap is now 2 naval capacity per pop, rather than 0.1
Starbase capacity is upgraded to 8 base.
Starbase capacity is now 0.2 per system, rather than 0.05
Starbase capacity per pop is now 0.1, so 10 pops for 1 starbase capacity extra.
Both energy and mineral upkeep are now 1% of ship cost, which is a reduction of 80% for energy and 90% for minerals.
