Base Empire Administrative Capacity : 30 -> 25 (You will have less sprawl early)
Empire Sprawl from districts : 1 (unchanged)
Empire Sprawl from systems : 2 -> 1 every 8 systems
Empire Sprawl from colonies : 2 -> 5
Empire Sprawl from branch offices : 2 -> 2 (unchanged)
Empire Sprawl from population : 0 -> 1 every 20 pops
