Admin Cap – Lower System Cost
Halves the contribution of owned systems toward an empire’s administration cap. I felt like players were being punished too harshly for taking systems, especially when you consider that non-contiguous empires will have a penalty in cohesion, so you often have to take crappy systems to get to the good ones.
Not achievement compatible. Tested as working with v2.2.3 (Le Guin).
