Materials *before* Buildings
This is a simple mod that switches around the tech tree so that strategic resource mining techs appear before the buildings that use them.
N.B.: You still need to have ether a planetary feature or orbital deposit that gives you the strategic resource in your empire’s borders before the technology will be researchable.
It overwrites the following vanilla files:
