Have YOU tried to open a crime syndicate office on a planet, only to find the AI building NOTHING BUT PRECINCTS?!?

Tired of AI empires the same size as you requesting vassalization because they built so many precincts their economy collapsed and they fell behind on tech and military?

Ever wondered why that AI thought the first six buildings it absolutely must build was 6 precincts instead of JOBS for the 30 unemployed citizens that are contributing to it’s crime problem?

Introducing: THE POLICE OF SHAME!!!

Tell your AI "BAD BAI" (the "B" is silent) and send them to the corner with "The Police of Shame!", which forces them to have a rational number of enforcers rather than building more precincts on average than any other building.

What exactly does it do?

The AI will no longer build normal precincts.

Ever.

Praise the-*ahem*

The AI will instead build a new building called "The Police of Shame", which is a planetary unique. It gives 1 Enforcer job every 20 pops. The Hall of Judgement makes that just a little more frequent.

And yes, if YOU TOO are a filthy Precinct Spammer, YOU can ALSO build one of these Police of Shame! Or maybe you like playing fair with the AI or your friendly neighborhood Mafia.

Q and A from my friends-I mean playtesters!

Question: What about Gestal-

Answer: Didn’t touch em. Didn’t see a need to. AI doesn’t even build the police there until deviance is 50%.

Question: Why not just decrease the priority on building precincts?

Answer: Because the AI is not smart enough to replace precincts once they’re no longer needed. Didn’t stop spam at all, either.

Question: How does this affect the meta?

Answer: Uh….for crime syndicates? This usually means that crime hovers between 25-50%. An AI that appoints a rightous governor will usually force it down to 0%. Random events you never got to see can fluctuate it quite a lot as well, so you’re never guranteed to be safe. I don’t know why you care if it’s not a crime syndicate, but so far it has not massively impacted other AI gameplay.

I’m willing to take further questions and suggestions in the comments. This is meant to be for the community, so if people think a certain change would improve it, I’m open to discussion and criticism.
