[OLD] Pathetic Vassals and Tributaries

Simply put, allows the player to demand vassalization and tribute from any empire you wish. They do not have to be your neighbor anymore, either.
All I did was edit the 00_actions.txt in the diplomatic_actions folder, so it should be compatible with most mods.
It will probably show up as just "Pathetic Vassals" in your mod list, sorry about that.
