Description:

1. Leader max skill cap 10 to 25

2. Starting game, Leader max skill cap 5 to 10

3. You want more skiil cap, to research ‘selected lineage’ or ‘capacity booster’ in society category

These research allow to select policy

1st step add skill cap +5, Exp bonus +25% / 2nd step add skill cap +10, Exp bonus +50%

4. More than cap 20, to use civic, species trait, and ascenstion perk

5. Leader skill effect is changed ship_fire_rate_mult = 0.03 -> ship_fire_rate_mult = 0.02 and ship_speed_mult = 0.01

Because 25skill admiral will have 75% fire rate, It is extremely powerful.

Now, 25skill admiral have 50% fire rate and 25% ship speed, It is same that admiral have related trait.
