Updated for 2.3 Wolfe. I am aware that the Grand Herald screws with relative power and the likes which makes AI surrender a lot earlier than they should if you have it, but thats the AI being screwy and me not knowing how to mod the AI, sorry bout that. Perhaps try Starnet?

This mod is an attempt to ‘fix’ the War Exhaustion System.

Its a fantastic concept but the numbers are obviously off. Way too many negative reviews/forum complaints/reddit posts have been about how screwy the current War Exhaustion system is.

Many issues involved how you would gain high exhaustion for a handful of battles, or how you would prematurely have wars end via forcing status quo.

This mod changes all of it.

You cannot force status quo with this mod at all, the functionality is removed. Instead, when an empire reaches 100% war exhaustion, they will start receiving incremental penalties to Influence, Pop Happiness and Pop Resource Production, from 10% to 100%, ticking up every year. This allows you to let the war go after you or they hit 100% war exhaustion, but eventually your economy will stagnate and collapse, and organic empires run the risk of rebellions.

Alongside this, many avenues of racking up war exhaustion via combat have been reduced massively. Planet Occupation has increased Exhaustion counts now, so taking planets will (as intended) be a massive factor in terms of wars, losing a handful of planets can easily put you up to 100% war exhaustion, compared to needing at least 10 of them previously.

This mod is save compatible, you can drop it into an ongoing game with no issues. Deleting the mod may cause permanent issues with empires if they are at war however.

The AI will work with this mod, and will persist past 100% exhaustion if they think they can win, but not always. AI being AI, not much I can do.

This mod is not Achievement Compatible. You can use Ironman with it, but given that you can’t unlock achievements, unless you’re a damn dirty cheater, its probably not the smartest thing to do, especially if this mod or others breaks as mods tend to do, even when I cant see issues with the code.
